Basic selection criteria for provincial-level enterprise technology centers:
- The enterprise has development and competitive advantages in the industry, with leading technological innovation capabilities and levels. The annual main business income of the enterprise should not be less than 200 million yuan (for high-tech enterprises, not less than 100 million yuan). If the main business income does not meet the minimum standard, the proportion of R&D expenditure to the main business income should be higher than 10%.
- The enterprise has a good technological innovation mechanism, a sound organizational system for the technology center, and significant innovation efficiency and benefits. It has good technology accumulation, attaches importance to frontier technology development, and has the ability to carry out high-level technological innovation activities.
- The enterprise has a relatively high R&D investment, with annual R&D expenditure not less than 8 million yuan.
- The enterprise has relatively complete research, development, and testing conditions, with the original value of technology development instruments and equipment not less than 8 million yuan.
- The enterprise has technical leaders with high technical levels and rich practical experience, and the number of full-time R&D personnel is not less than 50.
- The enterprise has held the qualification of a municipal-level enterprise technology center for more than one year.
